Rahm Emanuel's Sophisticated Snow Finances



Mayor Rahm Emanuel wants to raise fines against businesses that don't shovel sidewalks as part of his 2016 budget.
The proposal, part of the annual city management ordinance, would hike the potential fine from $50 to $500. Emanuel also wants to increase fines for anyone piling snow in a fashion that blocks the public way — including bike lanes and racks, bus stops or building entrances — from a minimum of $25 and a maximum of $100 to a minimum of $50 and a maximum of $500.
Such penalties are rarely enforced, however. The city issued just 226 tickets for snow removal issues during the winter of 2014-15, according to the Department of Transportation. Ninety percent of those were issued to business owners or multiunit residential buildings.
Emanuel also introduced language to tie fees for heavy truck permits to the consumer price index, so they would increase or decrease each year depending on the rate of inflation. Currently, the cost for an overweight truck permit is $50 to $150 for a single trip or $500 to $2,250 monthly, according to city records.

Last Spring Chicago had an opportunity to bid Rahm Emanuel a hearty and genuine God Speed!  The Chicago media, Axelrod Productions, The Shakman Blessed  Exempted Executive Appointees City and County level and their families ans retainers  at command, ginned up a perfect storm of I AM WITH RAHM beat down on the opposition candidate for mayor, Jesus Chuy Garcia. 

So egregious were these Axelrodian memes and tropes that even the complacent and complicit Chicago Tribune seemed shamed enough to offer this non-apology.

The mayor and his allies have criticized Garcia for not offering enough specifics on how he'd lead the city. Despite that, the ad opens by claiming Garcia has "made $1.9 billion in spending promises," suggesting that amounts to "$1,900 in additional taxes for the average homeowner." The commercial then raises the question of how Garcia would pay for the alleged promises and ends with clips of Garcia saying his campaign was conducting research on city finances and would look at "creative sources of financing."
The ad closes by flashing the text, "Creative sources of financing? Uh-oh."

"Uh-oh" indeed.

I never once heard Garcia offer to increase taxes on City services, much less do away with them.

Nor, do I recall his, in Bruce Rauner's mewling sop to his wine-purchasing pal Rahm, offer of 'sophisticated financing' via our Parks, natural resources, or human caused terrorism against Bike Lanes.

Rahm Emanuel won, after telling each and every mope in Chicago that he was a changed man.

Yep, changed up a storm.

Chicago's Lake Michigan Lake water costs us much more to drink, wash, rinse and flush.  Our Parks were handed over to Marty Nesbitt, George Lucas and other corporatist bundlers of Rahm and Obama to come and snow that avoids the manual labor and sweat of eighty year old Mrs. Wanda Skutnik owner of Pierogi Queens' Eats of 1440 N. Greenview, Apt Z-Frank will cost old Wanda a lung.

Violations will be ZipCode Cited and fines will be politically analyzed for activist blow back.

For the last twenty years, my route to Leo High School has been the same - from Morgan Park to Gresham - via north on Western Ave. to 87th Street; east on 87th Street to Racine; north on Racine to 79th Street; east on 79th to Sangamon and a sharp right hand turn into the Leo Faculty and visitor parking lot,  after I unlock the gate, of course.

Racine from 87th Street to 79th Street is the home of no less than twenty eight (28) churches located in buildings that used to house businesses.  There is a smattering of businesses ( two bars: The Junction and Holloway's Hideaway) a dollar store, a liquor store, two car washes, an auto repair shop, an urban clothing store, a gas station, and the Paul Cuffee Elementary Academy) - all of the remaining buildings house churches and most only offer services on Sunday.

In winter, the sidewalks disappear under snow and ice until the Spring thaw.  Residents walk between the east and west curbs of Racine - at their peril and if the 17th Ward managed to plow Racine.  I am very careful not to hit people trying to get to the CTA bus turn-around on east side of Racine at 86th Street in the cold, windy dark of a Chicago morning.  Very often I will offer pedestrians a neighborly ride to 79th Street ( Hookers/Trannies and ne'er-do-wells of unaffiliated gang membership excluded) - working folks.

The reason why, the sidewalks remain uncleared of snow is due to the fact that the Pastors of the 28 store-front churches do not live in the 17th Ward.  Their parsonages are in Flossmoor, Orland Park, New Lennox, Matteson and the less-successful in Country Club Hills. If it snows on Monday, there is good chance that there are six layers of frosty precipitations layering the sidewalks and easements on Racine Avenue.  Snow removal? Not until the pastor, or his sons have an opportunity to check in on the church.

These Pastors will be considered business owners? Uh-Oh!  Churches comprise the bulk of this Racine Avenue Business community.

Well, Rahm is sophisticated enough to parse "businesses" with homeowners - "Chicago is ALL of Our Business!"  I can hear Coon-eyed Mayor hiss.  " Ticket 'em all!" He will and shortly.

You can make book on the fact that the 50 City Council Nodders and Windbags never gave a thought to Racine Avenue ( 87th-79th Streets inclusive), nor could care less.  Rahm wants the tax and the tax will happen, because Chicago was With Rahm.

I would venture to say that  the 28 pastors of the Racine Avenue churches ( 87th-79th Streets inclusive) will remain un-ticketed for Rahm's new Force Majeure  Taxation on Snow.

No, I fully expect that business owners and very shortly homeowners from what deemed to be middle class-ish Zip Codes will be ticketed and summoned to court.  TS, as Chicagoans are wont to say.

Justice has nothing to do with Progressive Global Sanctuary City like Chicago.

Ogden and Fry, Chicago Newspapers and Rahm Aside: Your Vote Counts



CHICAGO — New poll data from Ogden and Fry indicates the gap between Mayor Rahm Emanuel and challenger Jesus "Chuy" Garcia is widening, with Emanuel taking the lead.
The one-question survey was conducted between April 3 and 4 and received more than 1,700 responses. On April 4, respondents were asked to choose one of the two candidates, with the option to choose "undecided." In that vote, Emanuel's 499 votes (51.3 percent) topped Garcia's 321 (33 percent), and 152 voters (15.6 percent) were left undecided.


According to the latest poll conducted by the wizards of Ogden & Fry, - RAHM CAN"T LOSE TOMORROW!!!!!!!!!!!!!!! YOU HEAR ME, HELOTS?????????  RAHM CAN'T LOSE!!!!!!!!!!!! IT IS SO OVER!

This little political scientific certainty, aside,  Your Vote Counts. Polls are conducted, not to measure accurately, but to conclude. They are straight from the heart of John Dewey who told simple Americans that inquiry is truth and that outcomes are all that matters.

Voting is the only poll that matters.

Voting is the only means a citizen can do to give voice to his/her condition.

If you believe that Rahm Emanuel is the key to a fair shake, vote for Rahm

If you believe that Jesus "Chuy" Garcia can send the oligarchs of Chicago, Cook County and Illinois running for a new means of living off of the State, vote Chuy.

You will not get saved, but we might get redeemed.

I voted for Chuy.

Rahm Made Me Easter Breakfast



I wake early. Generally, I wake between 3:30 and 4:10 AM.  Easter Sunday is no exception.  I hit the floor and pray on my knees ( Memorare) hit the shower, shave and brush my buckers.  I'll read a bit and jot down some sentences about anything, as has been my practice since 1975 when I became a teacher.  I will pop over to Leo High School and check the e-mails and phone messages.  At 8 AM, I'll lock up, check the Sangamon Street side door to see if the pad lock is secure and head south on Vincennes to 116th, make a quick right hit Easter Mass at Sacred Heart Church.

Today was different.  

House sounds tend to pluck me from the arms of Morpheus - sump pump kicking in, furnace oddities that sort of stuff.  If any of the kids are staying at the house, I'll sleep with one eye open for their return from twenty-something adventures on Western Avenue.  

Today was different.

I heard the floors above me ( I sleep in the basement) creak and the sound of the refrigerator opening and closing, as well as the rustle of pans. Maybe, the Fruit of My Loins had come south from Wicker Park for a night of roistering with his contemporary Catholic League Alumni boon chums and was treating them to an omelet. Could be, because something smelled mighty tasty. The girls always go straight to bed, but my son goes all Food Channel, when lickered up - like his Paw.

I performed the daily Triple S, donned a pair of sharply creased chinos and blue steel Aran knit and headed up the stairs, " Toss a few on the plate for your Silver Haired Pappy, Son!"

No response.

Odd.

There, instead of my son, or one of my daughters was The Mayor of Chicago deftly swirling what appeared to be a wholesome skillet full of carefully diced green red and yellow peppers and onions.  I noticed a plate on the counter of crisp nuggets of sauteed pancetta and a cloth stuffed basket containing six biscuits.  The 55th Mayor of Chicago added a bowl of carefully beaten eggs with a dash of 2% milk into the pan and swirled the mixture of yellow, red, green and white goodness over the flames. " You have yet to pay your water bill and that had been sent out in January, if I'm not mistaken," said the 54th descendant of William Butler Ogden, " and why have you not had a water meter installed?  Just asking."

I was dumb-founded and for once in my flannel-mouthed life speechless.

The Mayor was all on task and yet he continued, " Look, you have said and written some pretty . . . over-the-top things about me - Coon Eyes, Mayor 9.5, Ballet Boy and such . . .I get it.  Most of your family seem to like me well-enough, but you seem to only want to be some kind of latitudinarian odd-ball, regular guy Democrat.  You have called me, in print mind you, a Prique.  I have kids, too.  Look.  I may not get your vote, but I'd sure like to change your heart. Sit done and have a nosh of breakfast."

Finally, I was able to speak and asked, " How'd you get in?"

" Back door was unlocked.  I checked your garage and every thing seemed in order.  Do you always leave it unlocked?" he fired back questions.

I told him that my neighbors were all cops, firemen, FBI and Secret Service agents.  
" Whatever," the mayor shrugged and added the pre-crisped and drained pancetta to the bubbling omelet and concentrated on its outcome.

" Chuy Garcia make you breakfast?"

I laughed an obvious reply to negative.

" Well has he?" Rahm Emanuel had cast off the happy chef demeanor and laser-ed his black rimmed eyes and parted his thin lips to reveal his ossein and metaphorical fangs.

"No, Chuy Garcia has not cooked me breakfast; nor have I had the pleasure of meeting the man," I feigned backbone in retort.

"But you have met me!"  His voice was pure menace, but his culinary manipulations belied his tone as he plated up and served my breakfast of cold fresh squeezed orange juice, hot black coffee, Omelet Ala Rahm, hand rolled biscuits and wedges of melon. " Eat. Enjoy."

I tucked away at the swell meal, like a guy going to the chair. . .perhaps I might.

The Mayor waxed on, " Old Coon-eyes, Old 9.5, The Dancing Prique just cooked you an Easter Breakfast. Me. I rub elbows with Big People, Hickey.  You are a @#$%ing termite!!!!  A delusional know-it all who can't be grateful for all that I have done.  All that I have given up - like Sleep!  Yeah, this Prique made you breakfast!  You got anything to say?"

I held up an index finger miming a period of grace before my response, because my pie-hole was stuffed.  I chewed carefully and savored every dancing flavor from the fork-full of breakfast bounty. Finally, when I had cleared my oral orifice of every particle of primary fuel, I answered.

"Hey, thanks for breakfast,"  

The Mayor cleaned the pots, skillets, sauce pans, baking pans and cutlery. He sprayed the prep-counter with Windex all purpose anti-biotic cleaner, as well as the stove top and scrubbed every station in the cooking process and wiped the handle of icebox. 

Without another word, Rahm Emanuel zipped up his wind-breaker and went out the back door.  He beeped open the door of his black 2015 Toyota Prius C and pulled out of my driveway.

I thought for a moment.

" Prique," I muttered, "but one damn fine breakfast."

Real Words from a Real Heart: A Response to an Unreal Media Hack Job by the Sun Times

 


This letter appeared in a post on 19th Ward Blog, a wonderful site.  It is the letter from my friend Mike Joyce responding to the cut-and-paste attack ad put together by the Sun Times Watchdogs on Palm Sunday.

"Don't shed any tears for me on the Sun Times smear piece done on me yesterday. I'm a big boy I can handle it. Rahm's got to be pretty desperate for me to rate the front page on a weekend where dozens of people were shot.
For the record I was never contacted for comment on the article. If I had been contacted I would have informed them that I have worked on over 30 elections since Emanuel became mayor and that revenge and my family members were not pertinent to my support of Chuy Garcia.
I am very proud of all of my family members and when somebody in the neighborhood is looking for help they are always there for them. As an elected official my father worked harder and did more for the residents of the 19th Ward than anybody. He did his job tirelessly, selflessly and didn't seek credit or publicity for serving his constituents. He was personally responsible for appointing Mike Sheahan, Ginger Rugai and Tom Dart to their first public offices. My brother Kevin was elected and served the residents of the 19th Ward as an Illinois State Representative. Kevin is a cancer survivor and is now the Vice President of Ave Maria University in Florida.
Both my father and my brother were personally and politically pro life Democrats. There has been nobody in Illinois politics that has been more pro union than my father or my brother.
As far as my involvement with Chuy Garcia goes, I became acquainted with Chuy Garcia through my good friend in the boxing business JC. JC's father and Chuy brought the great labor leader Cesar Chavez to Chicago over 30 years ago. I am supporting Chuy because he is the right candidate for our neighborhood. He has promised to hire 1000 new Police Officers that our community desperately needs. He grew up in a real Chicago neighborhood, attended St. Rita High School, is way more in tune with our community than Rahm.
 Rahm is the wealthy Washington insider whose union credentials include making millions with his billionaire buddy Anti Union Governor Bruce Rauner, passing American job killer NAFTA, saying F*** the United Auto Workers and telling Chicago Teacher's Union President Karen Lewis "F*** you Lewis".
I admire all leaders in Organized Labor Unions. Many unions are supporting Chuy and the ones who are not have no reason to be anti Chuy. In his 30 year public service Chuy has a 100% pro union voting record.
I was proud to have Chuy march in the South Side Irish St. Patrick's Day Parade. He got a genuine rousing cheers all along the Parade route. Chuy has also gotten that kind of reception each of the many times he has visited the 19th Ward. The current mayor does not get that kind of reception in our neighborhood and our alderman did not even endorse him until after his own election was over.
The paper says that I am a lawyer and a boxing coach. It is true that I earn my living as an attorney but as a boxing coach I do not earn a penny. I use boxing to give back to the community.
For over 20 years I have served as a volunteer boxing coach at the West Englewood Boys Club, Leo High School and the Celtic Boxing Club. Through amateur boxing shows I have helped raise hundreds of thousands of dollars for worthy causes and charities including the St. Baldrick's Foundation, the Mercy Home, the Irish American Foundation, the National Italian American Sports Hall of Fame, Leo High School, the West Englewood Boys Club, the Officer John Hurley Family Fund, Catholic Charities, the Illinois State Crime Commission/Police Athletic League of Illinois, the Tommy Z Foundation, the Charlie Weiss Hannah and Friends Autism Foundation and many others. I have also had the opportunity to have inner city youth train alongside Chicago Police Officers and Chicago Firefighters for the Battle of the Badges.
The newspaper may want to bash me for political reasons but I am blessed and greatful for the support of friends in the community. My support for Chuy is based solely on my wanting my 3 year old grow up in a neighborhood that I grew up in."

Chicago Dunciad: The Sun Times Watchdogs? Hardly. Rahm's Purse Pups More Exactly

I am a devout Papist.  Catholic born-bred and believing, but I am a disciple if Alexander Pope, who was the John Kass of the 18th Century. Unlike, Chicago's John Kass, Alexander Pope had a very weak constitution: sickly and small;nevertheless, was fierce foe of frauds and fawning lick-spittles - especially those who lived by the pen and the pay of politicians.

Men of talent can be hacks.  Hell, if I had the opportunity I'd probably be one too.  As it is, I live in simple and fortunate honest poverty.

Today's Sun Times Watchdogs ( giving ones self a nickname always bothered me)  as two very talented investigative writers for the editorially compromised and daffy Sun Times, Tim Novak and Chris Fusco presented burnt offerings to the Rahm Emanuel election campaign.  The family of Jeremiah Joyce gets the treatment.

Nothing new, nothing ground-breaking, nothing here but clippings of old items meant to arouse the ire of dim-wits and partisans. This a solely punitive piece; meant to hurt people and not inform.

It is a pretty nasty piece of work performed for a particularly nasty person who is scared out of his wits by Chuy Garcia and anyone who stands with Rahm's foe.

I love the Joyce family, because they are honest, unpretentious people who help people who need help.  Mike 'Pickle' Joyce is not only the most great-hearted and fiercely loyal person I know, but also the smartest person I have had the pleasure to meet  with exception of the late Steve Allen.  Mike has coached the African American young men of Leo High School without pay and out of his own pocket for nearly two decades - because Mike loves them and the school.

I know, not intimately, all of the Joyces.  Each and every one of them is a fine person. Nevertheless, The Watchdogs trotted out old news spun as political gold.

Gold is a metaphor for crap in classical literature, by the way.

Tim Novak and Chris Fusco acted more like purse puppies than Watchdogs.  That is a sad waste of their time and their talents.





Fawning Bob, "I'm With Rahm" Fioretti!

 
“If there is a run off, I will support whoever the challenger is,” the alderman said then. “We need a change. Chicago is headed in the wrong direction under this mayor.” Fighting Bob Fioretti only last month.

Count on it!

7.4 out of 100 Chicagoans took Bob's word and cast their votes to the February 24th wind!

Well, like most simple, hard-working, salt-of-the-earth, 'unsophisticated' Chicagoans, I pretty much ignored Bob Fioretti.

Rahm Emanuel did not and probably sent Fighting Bob a sophisticated Whitman Sampler chock full ganche covered alewives and smelt with nice note hand penned from Mayor 9.5's delicate fingers, "Dive In, Bob!"

Now, today we learn about Fawning Bob Fioretti,
 “We need a mayor that can dive in, rather than a mayor that wants to create a commission to look at the problem that his supporters say does not exist,” the Fioretti statement said. “The mayor and i disagree on many issues. . . . My endorsement is about which of these two candidates is ready and able to take on the tough financial challenges this city faces. For me, that candidate is Rahm.” (emphasis my own)

Time for Another "Rahm Can't Lose" Poll, After Garcia Pins the Dancer!

UpDate - March 30, 2015: Told You the Poll was Coming! And Easter is Sunday.


He might not be King of the City, but he is Rahm of the Urban Jungle, and last night he got thumped by Commissioner Garcia, while dancing through the weeds.

The clear-cut aggressor in their second debate, Garcia even flattened Emanuel when the mayor tried to claim credit — as he did in one of his earliest campaign commercials — for a landmark achievement in Garcia’s backyard.
“Let’s take the neighborhood of Little Village that Chuy’s represented for 30 years. Working with community leaders, I finally closed the coal plant that was there spewing pollution,” Emanuel said during the debate on Fox32 Chicago.
Garcia was so incensed by Emanuel’s attempt to claim credit, he literally laughed out loud.

As did we all . . .

Now, we can expect a poll conducted by the firm of Ogden and Nash, or whatever, showing Rahm with 99.5% advantage.

Rahm 'N Noodles

Guess who is all about sophistcated fiscal love saving Chicago from Detroitis, a simile for detritis. .

Noodles.

Noodles take sips of the heady stuff brewed by disciples of Dave Axelrod - the Godfather of the Narrative Meme and distilled bull-jive.  Noodles get hammered on a sip if Sneed, a snifter of Zorn, au bon pere of Old Trib and Early & OftenTimes and  go from pleasant, witty and charming  to bullet proof in every political exchange quicker than REM cycles.

Noodles thank their lucky stars, charms, strikes and lottos that Rahm Emanuel has guided the small city wagon train with sure and steady tough-minded fiscal sophistication and love these last four years. Ever mindful that Rahm can be a prickly little prique, Noodles know that unless Commissioner Jesus"Chuy" Garcia lays out ever measure he plans to take over next four years Chicago will surely become a ghost town on a lake like Detroit.

Detroit is the magic charm elixor for the sippers of heady brew.  My Alderman, Matt O'Shea, as fine and hardworking a young chap as one could find pours Detroit for Noodles in my Ward in mailer I got yesterday.  Matt O'Shea is loyal to Rahm and still respects his constituents who will put Chuy Garcia over Rahm come April 7th.

Noodles will weave and argue the tight and conversation ending meme that only Rahm can save Chicago from going the way that Rahm drove this hick burg on wheels. And that settles it!~

Another Rahm Poll to Keep Aunt Gert's Vote



Rahm is polling up a storm!  The only way he can remain in office and not join Pat Quinn in the unemployement line is to convince Aunt Gert that that "other guy" will have Mariachi bands outside of her nail salon 24/7.

Aunt Gert takes an Uber to Orland Park from Chicago Lawn ( 63rd & Kostner) because her nail-girls on Pulaski closed 'when the Mexicans moved in.' Aunt Gert is German-Irish and couldn't stand Polacks and Lugans either and don't get her started on 'the coloreds.'  Aunt Gert is with Rahm.

Dog Whistle meme - Chuy is a nice indígena mezclada con blanca from cowboy-happy Durango ( foreign born like Mayor Pushcart Tony Cermak -doncha know) who has absolutely no fiscal sophistication: Chuy has never sold off City assets, nor booted a car in Brainerd.

You see, Rahm climbed up on Richie Daley's knee one fine April day and said that he wanted to be Mayor ever so much. I am sure that Mayor Richie understood that the earnest little guy would call off any and all dogs yapping at his heels from Justice and the Chicago Media. Rahm is Mayor and has millions of dollars to prove it.

That is fiscal sophistication.

Chicago is Detroit with a Continental Finance MasterCard.  Sophisticated.

Rahm's Fiscal Plan? No There There - except sell-offs, sell-outs and Career Grifter Cellulite


The Rahm Campaign demands, demands I tell you, that Commissioner Jesus "Chuy" Garcia explain why he has yet to deliver an Iron-Clad Fiscal Plan to dig Chicago out of mess created by decades of Daley and only four years of Rahm Emanuel free-booting.

The only plan Rahm Emanuel has is to sell off any asset, unlooted by Daley like the public lands owned by the Chicago Parks District for President Bro-hugs and the midget who made Star Wars.  Add that huge property tax increases, more Red Light Cameras, highter water rates and the systematic privatization of City Departments - out sourcing and smart sizing.

Rahm is a tough guy who makes the tough choices. Okay.

Rahm is also a misanthropic dismissive little prique.

I have met the man and like the President he once served, I am thoroughly repulsed by him, but never disappointed.

Here is Rahm's Fiscal Finesse Writ Public.


  • Find better ways of providing government services. We will continue to ask a fundamental question about every service we provide: are we providing it for the most competitive cost, or can we improve the way we deliver it? We used this approach to cut the City’s structural deficit in half since 2011. We took the politics out of garbage pick up, saving $17 million a year, and saved more than $75 million by reducing senior management positions, merging city departments, canceling unnecessary leases, and improving coordination between our infrastructure departments. Rahm will seek additional savings through consolidating services like information technology, procurement, and facilities management in one place, eliminating the need for those services to exist at sister agencies. This reform alone could save at least $20 million for the city and sister agencies. ( Streets and Sanitation is toast!  Rahm will privatize the police and fire departments as well) 

  • Control the cost of health care. Another example of Rahm’s collaboration with labor has been in his efforts to reduce the cost of healthcare. The reforms we have made to our health care for workers has improved health outcomes and saved taxpayers millions of dollars. Our wellness program focused on preventative screening and healthy lifestyle choices, and has enrolled more than 40,000 city workers. Our reforms to the retiree health system protects the most vulnerable, moves retirees to the health care exchanges with a variety of benefit structures, while producing a total of $100 million in annual savings – including an additional $25 million next year alone.
  • End the inequitable teacher pension funding formula. The current reform structure passed for downstate and suburban teachers will save the City of Chicago hundreds of millions each year if applied to our funds. But that will only get us part of the way there. Rahm will also fight to end an unfair system that forces Chicago taxpayers to pay twice for teacher pensions – once for Chicago educators and a second time for suburban and downstate teachers. Local taxpayers should not be subsidizing pensions for teachers in Naperville, Winnetka, Peoria and Decatur. Fixing this inequitable mandate would further reduce our obligations to our teachers’ pension fund by $500 million ( More Charters, No Catholic Schools and Teachers Get What They Can!)

  • Ensure Chicago gets its fair share from closing of State tax loopholes. We will work with our partners in Springfield to close loopholes and dedicate a significant portion of the additional hundreds of millions in revenue to shore up pensions. For example, dozens of professional services are exempt from the sales tax, meaning working families pay a tax of nearly 10% on food, clothes, and other basics while those who hire attorneys, accountants, and advertising consultants pay none. Similarly, satellite broadcasters and internet retailers have a competitive advantage compared to cable companies and brick and mortar retailers because they pay less in taxes. As the state closes these loopholes, we will ensure Chicago gets its fair share.(Bruce Will Be Loose, If Rahm Wahns Some Gelt!)

  • Continue active surplus strategy of Tax Increment Finance (TIF) funds. Early in the first term, Rahm established the city’s first-ever TIF surplus policy through Executive Order to formalize and expand the practice of declaring a TIF surplus. The policy requires the declaration of a surplus in TIF districts that are older than three years, were not created for single redevelopment projects, are not transferring funds to other TIF districts to pay legacy school debt service costs, and have a balance of at least $1 million. The amount of the surplus is at least 25 percent of the available cash balance in the TIF. As part of a reform agreement, half of that surplus could be dedicated to pension funding.   • Explore non-tax revenue options. We will continue to fight for an increased share of Local Government Distributive Share funding, with any additional revenue dedicated to paying down debt, pension obligations and other long-term liabilities. A gaming proposal, similar to the one Rahm passed in 2013, would attract revenue that currently goes to northwest Indiana by creating a publicly-owned casino in Chicago ( Red Light District Coming Back to the Levee!)

  • We would also work to continue reforming the worker compensation system to save taxpayer dollars that can be dedicated to pension obligations. (How's that for Passive Agresive Voice?)

  • Ensure property taxes are a last resort, and protect those struggling to make ends meet.Stabilizing our finances and securing the retirement security of our workers will require us to look to a broad mix of potential revenue sources, but a property tax increase is the very last place Rahm will look to help right the city’s financial ship. The fact is, without any real reforms, relying on taxpayers to foot the entire bill for pensions only makes a property tax increase more likely. And as it stands, without reform a property tax increase will be required in order to make the state-mandated payments Rahm’s administration inherited unless the law is reformed. If a property tax is ultimately necessary in order to save our pension funds even after implementing the reform and revenue framework outlined above, then Rahm ensure that working and low- and middle-income families do not bear the brunt of an increase. There are a number of ways to achieve this, like increasing the homeowner exemption, which hasn’t increased since 2003, and the preservation of the senior freeze.( Tough Talk from a Tough Guy!  You Want Water or Cholera ? The Chicago " Dewey Wins" Tribune Pulls the Trigger without Loading It's Rahm 9mm



You can't beat The Chicago Tribune - it would be a hate crime, like beating on a slow witted six-year old who just does not like À la Recherche du temps Perdu.  What?  Who doesn't prefer Proust to a bigg-ass wad of cotton candy? Not Bruce Dold.

You ( Mr. & Mrs. Chicago)  knew it would come, everybody knew it would come: How can City Hall make a mandatory $550 million payment to police and fire pension funds? Sure enough, kaboom, first question. What followed was Monday evening's mayoral debate, reduced to its essence:
Mayor Rahm Emanuel's staccato recipe for fixing City Hall's pension crisis leapt from higher employee contributions to a broader-based sales tax, to a city-run casino, to TIF surpluses. He concluded with an overarching rationale: Financial stability will give people "the confidence to bring jobs and people back to Chicago." Not every Chicagoan is jake with all that, but it's a responsible answer that gores several sacred oxen.
And Cook County Commissioner Jesus "Chuy" Garcia? The first words from his mouth: "It depends." Because his team has to "open up the books to understand what the real finances of the city are." Garcia didn't answer the question but did get in an off-topic jab about Emanuel subsidizing rich people.
OK, we thought, he'll find his footing. Soon came a question many Chicagoans ask: Property tax increase. Discuss.( parnthetical my own) 
Whar's to discus?  If wanted to be told what to think, I'd ask people with Rahm lawnsigns.  I was talked to to on parade day and told that Chuy Garcia has no fiscal finesse.

Rahm has fiscal finesse?

Can't argue that.

I never tell anyone whom to vote for, when asked I'll say, " I like Sarah Palin."

"How can you she's and idiot. Didn't you see Game Changer on HBO?"

Matter of fact I did and I also caught the 1940 masterpiece Der ewige Jude at an art house revival.  Matter of fact, I saw the Chicagoland series on CNN and found it comparable to the 1935 epic Triumph des Willens.  We need a strong man.

So, Chuy lost the debate that I watched last night.

The Chicago Tribune editorial again tells Chicagoans what they want and they obviously want a 9.5 fingered misanthropic sububarnite to make hard the choices, like making kindergarten kids endure longer hours of training necessary to become John Dewey robots by third grade.

Chicagoans lust for the strong personality needed to amass millions of Hollywood and Wall Street dollars necessary to make helot's water bill jump in cost by 86%.

Financial stability means taking public lands from the parks and giving them to a bunch of Hyde Park grifters so that Barack Obama Presidential Library will not require that Barack and Michele Obama crack their wallets to finance it, like Mrs. Reagan and Mrs. Ford.

Bruce Dold mocks Chuy's response to the little strongman's fiscal platitudes.  Chuy replied, "You cannot move forward until you show the taxpayers of Chicago where the money is going."

Ouch. A second admission from Garcia that, nearly five months into his campaign for mayor, he doesn't talk even to the nearest billion about City Hall finances. The closest he got was a shot at Emanuel for failing to get Chicago's house in order, and "now talking in a sophisticated way about how he's going to do it." The obligatory next line — Here's how I'm going to do it — never arrived.
Bill Murray-style book editorial scribbling aside, this Well-Poisoning 101, which is an Honors Course at the Dave Axelrod Harris School of Political Bludgeoning.  Bruce Dold must be auditing that class.

Rahm was not told any of us 'How he plans to save us.'   Rahm will loot whatever city assest remain, ala Richie Daley. He will balloon any and all city taxes.  He will strip essential 1st Responder services to the bone.  He will out source the Department of Streets and Sanitation ( my prediction 2016) and work on doing the same to the cops and fireman. He will pander and propagandize through the Chicago Media.

Voters know that.  Some voters are for Rahm, fiercely for Rahm, loudly for Rahm, powerfully for Rahm. That's fine, for them. I appreciate their candor and devotion.  Rahm voters are fine with the way things are and hope to do even better for themselves if Chuy loses on April 7th.  They are good people and they tell you loudly and with pride " I'm with Rahm!"

I am not.  I had anough of Rahm Emanuel, when he was glued to Richie Daley by the Stepan Family in the 1980's when Richie ran for States Attorney.  I've had enough and I am even siding with SEIU, Jesse Sharkey of CTU and Ricardo Munoz for Chrissakes.  Mike Klonsky is a Chuyista and so am I.

I had enough.  I am voting for Chuy Garcia for Mayor of Chicago.

Onthe day of the great 2015 Blizzard. Mike Houlihan and Jesus Garcia began attracting Chuy-lligans at Cork and Kerry.

Question: Who said the following?  Was it Barack Obama, Elizabeth Warren, Dick Durbin, former Governor Pat Quinn, Rahm, or some old dude with beard and BO? More importantly, do you swallow this stuff?

Jesus Garcia is the Peoples Choice



I am neither scientific nor particularly 'urbane.'  but a poll conducted by N'Digo that is 'not scientific' posts results that will harelip the Mayor and the Governor!   N'Digo warns that it is

Nevertheless, less-than cravenly urbane sophisticates can read N'Digo - free country and all. Rather. People took a poll and here are the results.



The Progressive soaked media want people ( I am a people) to believe that Chuy Garcia is going to beat the dance skins off of Rahm Emanuel come the Resurrection, because of Axelrodian Grassroots websites, Public Sector Unions and medicinal marijuana aficionados.  Not the case.

Chuy Garcia has the support of helots.  Us.  People. Folks with mortgages, paychecks looted by taxes before deposit, kids in school -Catholic schools - skilled trades union dues and the universal contempt and downright antipathy of the Progressive news meda.  We are people walking to the bus and L stops around Chicago wearing Thom McCanns from K-Mart that have been repeated soaked n urine by the likes of Rahm Emanuel, Barack Obama, Pat Quinn, Dick Durbin, Richie Daley and their less lights and told it was due to Global Warming - Climate Change - the Metropolitan Water Reclamation District.
